M100355: Re-application of MS Service Pack on Win2k+

With Win2K onwards, it is no longer necessary to reapply service packs after changing windows components.

According to MS Knowledge Base article Q274215 - Not Necessary to Reinstall Windows 2000 Service Packs After System State Changes, it is no longer necessary to reapply service packs (a'la NT4) whenever the system states (or windows components) change. See the MS article for further details.
