RVL200418: RayEval cannot connect to Rayflow Server if TLS 1.0 is disabled

Applicable version:

• RayEval Version 5.2

Issue:

RF-4344: RayEval and other RayPackStudio Tools cannot connect to Rayflow Server via HTTPS.

The requests of the tools are blocked in the IIS. This happens when TLS 1.0 has been disabled on the server.
